Welcome to the Story of OWCAP

Ogden Weber Community Action Partnership inspires those in poverty to become self-sufficient

through innovative services and collaborative efforts. Self-sufficiency in common terms equates

to a family having the personal resources to provide stability to adequately sustain life. This is

accomplished by providing various resources directly or through referrals to local service

agencies.

 

OWCAP was established in response to the problems facing underprivileged youth, the need for

feedback from disadvantaged community members participating in welfare programs, and the

changes created by the Economic Opportunity Act on schools and the war on poverty.

OWCAP is a non-profit organization that provides low-income individuals and families with a

variety of direct services and community referrals. The primary target areas were identified as

Washington-Jefferson, Dee Lewis, Marshall White and West Ogden. In the early 1990s, these

areas have been identified as the four most depressed areas/communities in the State of Utah.

Programs



  • Head Start Services

    • provides preschool opportunities for low-income children

  • The Community Service Block Grant (CSBG)

    • provides food for those who need it

  • GED classes

    • assists individuals who want to further their education and/or employment opportunities.

  • Low-income housing

    • for qualified individuals and families including those with special needs.

  • Marshall White Center

    • for Ogden City which provides affordable programs that benefit the health.

  • The Volunteer Income Tax Assistance (VITA)

    • designed to help taxpayers who make $53,000 or less complete their annual tax returns at no cost.
